Scoot Over: Know Before You Ride

How many times has a resident told you that (a) some crazy bike thing tried to run them off the sidewalk or (b) they are scared to death they are going to run over some crazy bike thing in the middle of the street?

It is a real problem and enforcement is difficult…but…there ARE laws and guidelines. Letting residents, and particularly parents be aware of these guidelines might be helpful. Many boroughs are making these fact sheets available at schools, meetings, libraries and events. Let us know if you have working solution!

Under Title 102 of the Pennsylvania Motor Vehicle Code, a “motor vehicle” is defined as a vehicle that is self-propelled except for an electric personal assistive mobility device or a vehicle that is propelled solely by human power.

E-scooters are ONLY permitted on private property. They are NOT allowed in borough parks, on sidewalks, or on roadways. If a violation takes place,one could confiscate the scooter and issue a citation to the parent under Title 75.1575, Permitting Violation of Title.

E-bikes must follow the same rules as traditional bicycles. This means obeying all traffic laws, using proper hand Signals, and ensuring you have appropriate lighting when riding. Riders must be at least 16 years old to operate an e-bike.

Please know that riding bicycles on the sidewalk is also a violation of Title 75 3508 (b) Pedal cycles on sidewalks and pedal cycle paths. You may need to check your local ordinances such as one from Sewickley which prohibits bicycles on sidewalks in the business district.

We want everyone to enjoy the dog days of summer and let kids be kids; however, safety will always take precedence. We encourage parents to familiarize themselves with the law prior to purchasing or allowing their children to participate in this activity.
